Public Comment is one of the important stage in the development of Malaysian Standard (MS). The Department of Standards Malaysia (JSM) invites the public to comment on the draft MS, in line with Article 4 and Annex 3 of WTO/TBT Agreement. This includes new and revised MS, as well as the amendment and withdrawal of existing MS. All comments will be considered by the relevant Standard Development Committee (SDC) under the purview of JSM.

Code of practice for the design of road lighting –Part 1: Lighting of roads and public amenity areas

This part of MS 825 gives recommendations on the general principles of road lighting and its aesthetic and technical aspects and provides guidance on operation and maintenance.

It also provides guidance on means of minimizing energy consumption and limiting the impact on the environment and adjacent property.

It gives recommendations for the design of lighting for all types of highways and public thoroughfare, including those specifically for pedestrians and cyclists, and for pedestrian subways and bridges. It excludes the lighting of vehicular tunnels and underpasses, which are covered in MS 825-2.

It gives recommendations for the design of lighting for urban centres and public amenity areas. It gives recommendations and guidance for lighting relating to smart cities.

It gives additional recommendations for lighting around aerodromes, railways, coastal waters, harbours and navigable waterways, in order to minimize the possibility of the lighting interfering with these modes of transport.

Code of practice for the design of road lighting – Part 3: Guidelines on selection of lighting classes

This document specifies the lighting classes set out in MS 825-4 and gives guidelines on the selection of the most appropriate class for a given situation. To do this, it includes a system to define appropriate lighting classes for different outdoor public areas in terms of parameters relevant to guarantee the aims presented in introductions.

The decision on whether a road should be lit is defined in the national road lighting policy. Specific guidelines are usually available at local authority level. This standard does not give the criteria on

which a decision to light an area can be made, nor on how a lighting installation should be used.

Code of practice for the design of road lighting –Part 5: Calculation of performance

This document specifies the conventions and mathematical procedures to be adopted in calculating the photometric performance of road lighting installations designed in accordance with the parameters described in MS 825-4 to ensure that every lighting calculation is based on the same mathematical principles.

The design procedure of a lighting installation also requires the knowledge of the parameters involved in the described model, their tolerances and variability. These aspects are not considered in this part of MS 825 but a procedure to analyse their contribution in the expected results is suggested in MS 825-6 and it can also be used in the design phase

This document specifies measurement conditions and procedures for measuring the photometric quality parameters of road lighting installations, i.e., the quantities that quantify their performances in accordance with MS 825-4 lighting classes.

Parameters used for quantifying the energy performance of road lighting installations are not considered.

This document provides principles, requirements and guidelines for footprint communications for products addressing areas of concern relating to the environment.

This document also provides requirements and guidelines for footprint communication programmes, as well as requirements for verification procedures.

This document does not address the quantification of a footprint, nor does it address the communication of footprints that are not related to the environment, e.g. footprints addressing social or economic issues. In particular, footprint communications relating to the economic and social dimensions of sustainable development are outside the scope of this document. Footprint communications relating to organizations are also outside the scope of this document.

This document provides principles, requirements and guidelines for developing, reviewing, registering and updating PCR within a Type III environmental declaration or footprint communication programme based on life cycle assessment (LCA) according to ISO 14040 and ISO 14044 as well as ISO 14025, ISO 14046 and ISO/TS 14067.

It also provides guidance on how to address and integrate additional environmental information, whether or not it is based on LCA in a coherent and scientifically sound manner according to ISO 14025.

This document establishes principles and specifies general requirements that are applicable to all types of product-related environmental statements and environmental statement programmes. Environmental statements result from environmental statement programmes and include self-declared environmental claims, ecolabels, environmental product declarations (EPDs) and footprint communications.

This document is intended to be used in conjunction with other standards in the ISO 14020 family.

NOTE: Those other standards contain additional terms and definitions, principles and requirements that are relevant to their specific scopes.

1	DMS ISO 2470-1 Paper, board and pulps — Measurement of diffuse blue reflectance factor — Part 1: Indoor daylight conditions (ISO brightness) (ISO 2470-1:2016, IDT)	This part of ISO 2470 specifies a method for measuring the diffuse blue reflectance factor (ISO brightness) of pulps, papers and boards. This part of ISO 2470 is limited in its scope to white and near-white pulps, papers and boards. The measurement can only be made in an instrument in which the ultraviolet energy level of the illumination has been adjusted to correspond to the CIE illuminant C using a fluorescent reference standard. The CIE illuminant C is taken to be representative of indoor daylight conditions because it contains a suitable proportion of UV radiation. NOTE: The property called D65 brightness is measured with an instrument adjusted to correspond with CIE standard illuminant D65,[4] which has a much higher UV content than that specified in this part of ISO 2470. This document is intended to be used as the basis to determine the star rating for industrial parks by relevant authoritative bodies as well as other interested parties. This document may also be used by industrial park managers and/or developers of industrial parks in Malaysia as a self-assessment tool. By understanding the industrial park’s present capabilities, industrial park managers and developers can prepare relevant and feasible strategies and plans for their improvement, thus providing a benchmark for excellence in industrial development while ensuring responsible stewardship of resources and environmental protection.
