Public Comment is one of the important stage in the development of Malaysian Standard (MS). The Department of Standards Malaysia (JSM) invites the public to comment on the draft MS, in line with Article 4 and Annex 3 of WTO/TBT Agreement. This includes new and revised MS, as well as the amendment and withdrawal of existing MS. All comments will be considered by the relevant Standard Development Committee (SDC) under the purview of JSM.

      NSC 2 - CHEMICALS AND MATERIALS

      1.

      DMS ISO 8124-1 Safety of toys – Part 1: Safety aspects related to mechanical and physical properties (Third revision) (ISO 8124-1:2022, IDT)

      The requirements in this document apply to all toys, i.e. any product designed or clearly intended for use in play by children under 14 years of age. They are applicable to a toy as it is initially received by the consumer and, in addition, they apply after a toy is subjected to reasonably foreseeable conditions of normal use and abuse unless specifically noted otherwise.

      The requirements of this document specify acceptable criteria for structural characteristics of toys, such as shape, size, contour, spacing (e.g. rattles, small parts, sharp points and edges, and hinge-line clearances) as well as acceptable criteria for properties peculiar to certain categories of toy (e.g. maximum kinetic energy values for non-resilient-tipped projectiles and minimum tip angles for certain ride-on toys).

      This document specifies requirements and test methods for toys intended for use by children in various age groups from birth to 14 years. The requirements vary according to the age group for which a particular toy is intended. The requirements for a particular age group reflect the nature of the hazards and the expected mental and/or physical abilities of a child to cope with them.

      This document also requires that appropriate warnings and/or instructions for use be given on certain toys or their packaging. Due to linguistic problems which may occur in different countries, the wording of these warnings and instructions is not specified but given as general information in Annex B. It should be noted that different legal requirements exist in many countries with regard to such marking.

      This document does not purport to cover or include every conceivable potential hazard of a particular toy or toy category. Except for labelling requirements indicating the functional hazards and the age range for which the toy is intended, this document has no requirements for those characteristics of toys which represent an inherent and recognized hazard which is integral to the function of the toy

      DMS EN 643 Paper and board - European list of standard grades of paper and board for recycling

      This European Standard defines grades of paper and board for recycling used as raw material for recycling in the manufacture of paper and board products in the paper industry.

      This European Standard also specifies tolerances for unwanted materials as well as the composition of paper and board for recycling. Unusable materials (prohibited and unwanted materials) are clearly defined for all people involved in the management of paper and board for recycling.

      DMS EN 17085 Paper and board - Sampling procedures for paper and board for recycling

      This document specifies a method of obtaining representative samples from a lot of paper and board for recycling for testing to determine whether or not its composition and quality comply with the requirements of EN 643 and/or other specifications.

      This document also specifies the positioning of probes, when in situ measurements are performed.

      It defines the sampling procedures which apply when sampling is carried out to resolve compliance issues and commercial disputes between buyer and seller relating to a lot of paper and board for recycling, at any point in the value chain, where those procedures are not defined in the contract between buyer and seller.

      This document is not specifically intended for routine monitoring of processes or quality, but the procedures described may be used to form the basis of an agreement between supplier and buyer.

      This document is not applicable if the material is not intended for recycling.

      The method is not intended for determining the variability within a lot, however, the general sampling principles can be applied

      NSC 8 – PETROLEUM AND GAS

      1.

      DMS 2768:2024 Guideline for pipeline life extension study

      This Malaysian Standard gives guidance to follow, as a minimum, in order to assess the feasibility of extending the service life of a pipeline system, as defined in ISO 13623 and including Natural Gas Distribution System (NGDS), beyond its specified design life. Pump stations, compressor stations, pressure-reduction stations and depots are not specifically addressed in this Malaysian Standard, as shown in Figure 1.

      This Malaysian Standard applies to rigid metallic pipelines. It is not applicable to the following:

      a)      potable water pipelines;

      b)      pipelines constructed from other materials, such as glass reinforced plastics;

      c)      umbilicals;

      d)      topsides equipment;

      e)      structures and structural components; and

      f)       flexibles pipelines.

      This Malaysian Standard is limited to life extension, which is an example of a change to the original design. Other changes, such as MAOP up-ratings, are excluded.

      NOTE The assessment methodology is applicable to other changes to the design at the discretion of the user.

      DMS ISO 17840-1 Road vehicles — Information for first and second responders — Part 1: Rescue sheet for passenger cars and light commercial vehicles

      This document defines the contents and the layout of the rescue sheet providing necessary and useful information about a vehicle involved in an accident to support the rescue team extricating the occupants as fast and as safe as possible.

      This document is applicable to passenger cars and light commercial vehicles according to ISO 3833.

      The identification of the vehicle and of the model through a database using the license plate, the VIN number, an automatic emergency call systems (e.g. eCall) or other identifiers (e.g. bar code or QR code) is not covered by this document.

      The rescue process or the process handling the rescue sheets is not covered by this document.

      This document does not cover information related to education and training rescue teams.

      DMS ISO 17840-2

      Road vehicles — Information for first and second responders — Part 2: Rescue sheet for buses, coaches and heavy commercial vehicles

      This document defines the content and the layout of the rescue sheet providing necessary and useful information about a vehicle involved in an accident/incident to support the rescue team in rescuing the vehicle occupants as quickly and safely as possible.

      This document is applicable to busses, coaches and heavy commercial vehicles according to ISO 3833. This document could be applicable also to other types of vehicles using similar technologies.

      The contents and layout consider that the rescue sheet has to be easy to use by the rescue teams over the world and can be communicated in paper or electronic format.

      Applicable pictograms for use in the recue sheet are provided in ISO 17840-3. Information related to propulsion energy identification is given in ISO 17840-4.

      The identification of the vehicle and of the model via database using the license plate, the VIN number, an automatic emergency call system (e.g. eCall) system or other identifiers (e.g bar code or QR code) is not covered by this document.

      The rescue process or the process of handling the rescue sheet is not covered by this document.

      NOTE.   The template for structuring of more in-depth rescue information is given in ISO 17840-3.

      DMS ISO 17840-3 Road vehicles — Information for first and second responders — Part 3: Emergency response guide template

      This document defines the template layout of the Emergency Response Guide (ERG) providing necessary and useful information about a vehicle involved in an accident to support the rescue team rescuing the occupants as quickly and as safely as possible, and to promote the correct action with respect to the vehicle technology concerned. The ERG also provides in-depth information related to fire, submersion and leakage of fluids.

      The ERG contains crucial and in-depth information linked to the rescue sheet (ISO 17840 Parts 1 and 2), to inform training and development of rescue procedures. The headings/contents of the rescue sheet and the ERG information are aligned with each other, i.e the ERG information works as an extension of the related rescue sheet.

      The template defines the layout and general contents, for ease of use by first and second responders. The guide can be communicated in paper or electronic format.

      The ERG template follows in principle a flowchart for the ain actions of the first and second responders arriving at an accident scene or performing towing and other activities afterwards.

      The ERG can be related to a specific vehicle model, to a family or similar vehicle models, or to a certain information:

      -       Relevant information for a vehicle involved in a traffic accident (including immobilisation, disabling of hazards, access to occupants, shut-off procedures, handling of stored propulsiuon energy);

      -       Information in case of fire or submersion; and

      -       Information regarding towing, transportation and storage.

      This document is applicable to passenger cars, busses, coaches, light and heavy commercial vehicle according to ISO 3833.

      The proposed template can be beneficial for use for other types of vehicles (e.g. trains, trams, airplanes), although this is out of the scope of this document.

      The identification of the vehicle and of the model via database using the license plate, the VIN number, an automatic emergency call system (e.g. eCall) system or other identifiers (e.g bar code or QR code) is not covered by this document.

      The rescue process or the process of handling the ERG is not covered by this document.

      DMS ISO 17840-4

      Road vehicles — Information for first and second responders — Part 4: Propulsion energy identification

      This document defines labels and related colours for identification of the fuel and/or energy used for propulsion of a road vehicle, especially for the case of new vehicle technology and/or power sources, including hybrid drive lines.

      The communication of propulsion energy and related hazards is made in a logical and modular way to facilitate the understanding.

      This document is applicable to passenger cars, busses, coaches, light and heavy commercial vehicles according to ISO 2822.

      This document does not cover fuels being part of truck cargo.

      The usage of the labels includes, but not limited to the rescue sheet (ISO 17840-1 and ISO 17840-2) and the emergency response guide (ISO 17840-3).
