An organisation has established a systematic approach to control and improve its occupational, health and safety performance.  This will contribute to protection of employees from work hazards, injuries, ill health, diseases, near misses and fatalities.  By complying with the standards helps relevant  organisationsto complywith legal requirements set out by Occupational, Safety and Health Act 1994 (Act 514), Factory and Machinery Act1967 (Act 139) and Petroleum (Safety Measures) Act 1984 (Act 302) and their relevant regulations.

OHSAS is a standard that is developed by the OHSAS team, an association that includes government agencies, certification bodies, national standards, industry associations, and consultants. OHSAS 18001 is to assist organisations in establishing a management system to manage and control their health and safety risks and improving their OH&S performance.

Clause 4 – OHSMS Requirements

  1. Establish Occupational, Health and Safety Management Systems based on the standard, document, implement, maintain and improve
  2. Establish OH&S Policy, communicate to all staff, contractors or any other person working on behalf of the organisation and public
  3. Plan your OHSMS by:
    • Identifying OH&S hazards and assess your risks.
      • Establish methodology and procedure to identify hazards and assess your OH&S risks
      • Reduce OH&S risks by selecting the appropriate controls
      • Establish procedures to select your controls
      • Implement your control selection procedures
      • Maintain your control selection procedures
      • identifying, document, implement environmental aspects. Establish procedure on identifying environmental aspects
    • identifying, document, implement legal and other requirements. Establish procedure on identifying legal and other requirements
    • establishing environmental objectives and targets and establish programmes to achieve those targets and objectives
  4. Manage implementation and operations of OHSMS by :
    • identifying roles, responsibilities and authorities. Document and communicate to them
    • providing adequate resources to implement the systems
    • appointing management representative
    • providing relevant training and awareness programmes
    • Establish procedure to control internal and external communication with regards to OH&S hazards and OHSMS
    • Establish procedure for participation and consultation on hazard identification, risk assessments and determination of control, development and review of OH&S policies and objectives
    • Establish procedure on document control for your OHSMS
    • Identify and implement those operations and activities that should use controls to manage hazards and reduce risks. Implement operating criteria to reduce your risks, maintain your health and safety procedures and controls and maintain the operating criteria needed to control your risks
  5. Check your OHSMS by :
    • establishing procedures to monitor and measure OH&S performance
    • establishing a procedure to periodically evaluate compliance with all relevant legal environmental requirements
    • establishing procedure for incident investigation
    • establishing procedure on managing actual and potential non-conformity and the corrective and preventive actions
    • establishing record control procedure for the OH&S
    • establishing internal audit procedure, conduct internal audit and report result to management
  6. Perform management review of the suitability, adequacy, and effectiveness of your OH&S by review inputs such as internal audits, feedbacks from external parties and achievements of objectives and targets. The output of management review to include conclusion on the OH&S and decisions and actions required continual improvement
