About the Scheme
MIBAS pronounced as [my bess] - Malaysia Inspection Bodies Accreditation Scheme was launched on 20 November 2006. The scheme was initially managed by a Department of Standards Malaysia that directly comes under the authority of the Ministry of Science, Technology and Innovation.
MIBAS is unified national inspection bodies accreditation scheme and is multi-disciplinary in its scope of accreditation activities inspection body accreditation is a formal accreditation of the competence of an inspection body and its inspectors.
Inspection is the examination of a product design, product service, process or plant and determination of conformity with specific requirements or on the basis of professional judgement. This broad definition indicates the variety of inspection activities that exist.
Accreditation scheme for inspection bodies is applicable to all organisations providing inspection activities. With accreditation, inspection bodies receive formal recognition of their expertise, competence, quality systems, procedures, equipment and facilities based on independent assessment.
Inspection Body Accreditation allows an inspection body to benchmark its work practices against worlds best practice. Manufactures may also use it to offer clients assurance of their own in-house inspection practices.
Reference to MIBAS Accreditation
Accredited Inspection Bodies may use MIBAS Symbol and/or make reference to MIBAS accreditation by use of words MIBAS Accredited Inspection Bodies for specific test as per Certificate No. MIBAS 00X.
Current fees are as follow:
- Application fee RM 3,500 for first field RM 200 for each subsequent field.
- Annual renewal fee RM 3,000 for first field RM 200 for each subsequent field.
- Assessment fee RM 600 per assessor.
- Administrative fee for amendment of certificate RM 100.
- Application for expansion of scope RM 200 for field.
- Fee for additional assessment/verification visit RM 600 per assessor.
- Other fees, only if applicable.
Application fee is non-refundable. An application is considered lapsed if the applicant failed to obtain accreditation within two years from the date of acceptance of application.
Department of Standards Malaysia is staffed by full time technical officers and supporting staff to carry out the day-to-day operation. It is operated in accordance with ISO/IEC 17011.
Inspection bodies are accredited based on MS ISO/IEC 17020: 1998 "General Requirement for the Operation of Various Types of Bodies Performing Inspection" and specific requirements are used in assessment and accreditation.
All existing national and international standard methods from national standards bodies and reputable technical organizations. Other inspection methods and procedures are acceptable for accreditation purposes provided they are validated and documented.

Valid for three (3) years and renewable subject to terms and conditions of the MIBAS scheme.
Surveillance And Re-assessment
Surveillance and re-assessment of accredited inspection bodies of the MIBAS scheme at a defined interval of every eleven (11) months and re-assessment every three (3) year interval.
Assessors are drawn from technical agencies, such as Department of Occupational Safety and Health (DOSH), Ministry of Health (MOH), universities, government and private inspection bodies. Other competent individuals are also employed as MIBAS assessors. Assessors are trained by Department of Standards Malaysia, accreditation bodies in the Asia-Pacific region and other competent training organizations.
Appeals procedure that maintained the independence, impartiality in the process of appeal, has been established for the handling and resolution of any appeal that may arise from the accreditation process.
