Scope of standards? Energy Management Systems (EnMS)
What does certify to the standard means?
An organisation has established a systematic approach to continually improve its energy performance, energy efficiency and sustainable energy use and consumption. By complying with the standard lead to reduction in greenhouse gas emissions, energy cost and other environmental impacts. EnMS also form the building block for Green Supply Chain Management (GSCM) and by complying with EMS, organisation are complementing GSCM. The ASEAN Energy Management Scheme (AEMAS),world's first regional certification systems for energy managers and energy end-users specify EnMS complying with ISO 50001 as basic requirement for 1-starrating for its certification scheme. The scheme is implementing 3-star rating.

Clause 4 – EnMS Requirements

  1. Establish Energy Management Systems based on the standard, document, implement, maintain and improve. Define scope and boundaries on EnMS
  2. The management of your organisation needs to show evidence of commitment and active involvement in the establishment, implementation, operation, monitoring, review, maintenance and improvement of the EnMS as required by the standards.
  3. Appoint management representative who have authority to manage the implementation of the EnMS as required by the standards
  4. Establish Energy Policy, endorsed by the top management to drive the EnMS to its intended goal in energy performance.
    • Include commitment to comply with legal and other requirements related to energy use, consumption and efficiency
    • Include ways on setting the energy objective and targets, support the purchase of product and services that are energy- efficient and design for improvement on energy performance
    • Document, communicate the policy to all personnel
    • Review policy for suitability
  5. Perform energy planning by :
    • including legal and other requirements
    • identifying energy review through documented methodology and criteria
    • establishing energy baseline based on the suitability of available data from the initial energy review. Record and maintain baseline except when there changes to the Energy performance Indicator (EnPI), processes, operational energy patterns or systems or methods used before
    • Identify EnPI to monitor and measure energy performance by comparing with the baseline data. The methodology used to determine and update EnPI must be recorded
    • Establish energy objectives to support the policy and targets to support the objectives. Identify action plans to achieve the objectives and target
  6. Implement the EnMS and its operations based on the identified action plans. The implementation shall also ensure :
    • Training and awareness programmes are conducted to ensure competency of personnel in performing their task
    • Communicate the EnMS and on energy performance internally
    • Establish and implement process where personnel, contractors and stakeholders can comment or suggest improvement for the EnMS
    • Establish method for external communication should the organisation decided to communicate its energy policy, energy performance and EnMS
    • Document your EnMS
    • Establish procedure to control your EnMS documents
    • Manage implementation and operations of EnMS
    • Include energy performance improvement opportunity and operational control on the design of new, modified or renovated facilities, equipment, systems and processes
    • Incorporate results of energy performance evaluation to decide on specification, design and procurement activities
    • Manage procurement of energy services, product, equipment and energy by evaluating suppliers based on energy performance
    • Establish and implement criteria for assessing energy use, consumption and efficiency on the expected operating lifetime of product, services and equipment which have impact on organisation's energy performance
  7. Check your EnMS by :
    • monitoring, measuring and analysing key characteristics of its operation that affect energy performance which include significant energy use and output of energy review, EnPI, effectiveness of action plans and energy consumption
    • defining and implementing energy measurement plan
    • ensuring equipment used for monitoring and measurement of key characteristics are able to produce accurate and repeatable data
    • conducting evaluation on compliance to legal and other requirements
    • conducting internal audit at planned intervals
    • Addressing non-conformity by making appropriate correction, implementing corrective and preventive actions
    • Establishing and maintaining EnMS records
  8. Conduct management review of the suitability, adequacy, and effectiveness of your EnMS by review inputs such as internal audits, feedbacks from external parties and achievements of objectives and targets. The output of management review to include conclusion on the EnMS and decisions and actions required continual improvement
